Woodbury Heights was incorporated May 25, 1915, with Harold Buzby as its first mayor, but the streetscape was set earlier. The land developed beginning in 1771 — the house at 407 Oak Avenue from that year is on the National Historic Registry for its Civil War significance — and in 1892 six businessmen from the Philadelphia and Camden areas, John Mayhew, ER. Artman, Judge Pancoast, Howard M. Cooper, William Molan, and I.W. Wilson, formed the Land Title Company. They bought land west of the railroad from Deptford Township, laid out all the streets, built homes, and put up a community hall in 1894; a train station followed in 1898, doubling as the post office.

After 1960 the borough added the Southwood West, Southwood East and Summit sections, then lakeside construction and more neighborhoods through the 1980s. The result is a small borough whose roofs and walls span two centuries of construction — which is why every exterior scope here starts by reading the actual building rather than assuming a borough type.
