Paulsboro became its own town on March 2, 1904, when Paulsboro and Billingsport — until then part of Greenwich Township — were incorporated as the Borough of Paulsboro, taking the name from Samuel Paul, with Gill Hannold as first Mayor. But the riverfront here was on the record long before that: Samuel P. Paul bought a 100-acre tract bound by the Delaware River and Mantua Creek, and on July 5, 1776 Margaret Paul and her son Benjamin Weatherby sold 96 acres of Billingsport to the Council of Safety of Philadelphia — the first piece of land the federal government ever bought.

In 1777 a redoubt and fort went up at Billingsport to hold the chevaux-de-frise across the Delaware against the British fleet. The railroad reached Paulsboro in 1876, and just before World War I Vacuum Oil established the refinery still run as the Paulsboro plant — turning the borough from a residential town into an industrial one.
