The Borough of Highland Park separated from Raritan Township in 1905 — the culmination of a dispute over school taxes and local governance that had been building since the area's own school district was granted in 1885. The area had been known as East New Brunswick until 1870, when it took the name Highland Park from the housing development on its elevated south-side streets and was annexed into Raritan Township. A century of tract development then filled the borough: Watson Whittlesey's Livingston Manor from 1906, the Viehmann Tract on the north side, Riverview Terrace on the south, Raritan Park Terrace between Raritan and Woodbridge Avenues, and East New Brunswick Heights in the Orchard Heights area. By 1930, most of the borough's land had been subdivided.

The Greek Revival house at 81 Harrison Avenue — built on the former Livingston Manor estate purchased by Rev. John H. Livingston in 1809 — remains Highland Park's most prominent historic building. Commercial life lines the Raritan Avenue and Woodbridge Avenue corridors; Borough Hall sits at 221 South Fifth Avenue. The Highland Park Boro School District — the independent PK–12 system whose creation in 1885 was a founding reason for the borough's separation from Raritan Township — operates four schools with 1,602 students and its district office at 435 Mansfield Street.
